Rincon does not have public transportation or Uber/drive share programs. There are local taxi drivers upon request.

Go with the flow :)

Puerto Rico is a US territory, however there are local rules and regulations. Modesty and respect are welcomed, patience is a must as things are much slower here than in the city you might come from. Go with the flow and smile. Many locals speak English, some do not. Trying some Spanish goes a long way.
